Rates Fell, but Liquidity Did Not Ease
CCOS / ACIS Weekly Intelligence Report | Issue 010 | Prior 39, Current 39
From 8 to 15 October, the U.S. 10-year nominal yield fell from 5.22% to 5.10% and the 10-year real yield from 2.87% to 2.78%. Yet average reserve balances fell $7.519bn in the week ended 14 October, the TGA rose $3.120bn, and high-yield OAS widened 12bp from 9 October. Discount-rate relief did not receive matching liquidity or credit confirmation.

00 · 10-SECOND CONCLUSION
This is not broad easing. Rate relief and credit divergence are occurring together. The ACIS macro and liquidity score stays at 39/100: the price of capital improved at the margin, while reserves, Treasury cash and high-yield credit did not confirm a new liquidity expansion.
Both fell from 8 October, easing duration pressure at the margin
The TGA and reverse repo rose on average, providing no net release
Broad equities drew inflows while technology funds lost $5.21bn
The score uses the same framework as Issue 009. Lower nominal and real yields contribute positively; lower reserves, a higher TGA, wider credit spreads and technology outflows offset the relief. The 39/100 reading is a research regime score, not a probability, return forecast or position instruction.
01 · VERIFIABLE SNAPSHOT
Discount-rate relief lacks synchronized liquidity and credit confirmation
| Indicator | Prior | Current | ACIS interpretation |
|---|---|---|---|
| Fed reserves | weekly average | $3.029659tn | $3.022140tn | Down $7.519bn; plumbing did not keep expanding |
| Treasury General Account | average | $880.253bn | $883.373bn | Up $3.120bn; absorbed reserves at the margin |
| Reverse repo | average | $329.526bn | $332.191bn | Up $2.665bn; domestic others were only $0.287bn |
| U.S. 10-year Treasury | 5.22% (8 Oct) | 5.10% (15 Oct) | Down 12bp, but still elevated |
| 10-year real yield | 2.87% (8 Oct) | 2.78% (15 Oct) | Down 9bp; the real hurdle remains high |
| U.S. high-yield OAS | 3.11% (9 Oct) | 3.23% (15 Oct) | Wider by 12bp; credit did not confirm rate relief |
| U.S. equity funds | Outflow in prior week | +$13.01bn | Risk capital returned, with internal divergence |
| Technology funds | Inflow in prior week | -$5.21bn | A de-risking signal in crowded AI and technology exposure |
H.4.1 uses weekly averages through 14 October and compares them with the prior weekly average; Wednesday stocks are not mixed with averages. Rates and credit use the latest available 15 October observations. Reuters fund flows cover the week to 14 October and vendor definitions may differ. Near-zero domestic reverse repo is not itself a liquidity crisis. The score of 39 is a public research-state measure, not investment advice.
02 · RISK ATTRIBUTION
Rates and credit send opposing signals in the same week
| Evidence layer | Direction | Weekly interpretation |
|---|---|---|
| Nominal and real rates | Improved | Discount rates fell, but remain high in absolute terms |
| Fed reserves / TGA / RRP | Tighter | Average reserves fell as Treasury cash and reverse repo rose |
| High-yield credit | Worse | OAS widened even as the risk-free rate declined |
| Flow breadth | Diverged | Large-cap and bond inflows coexisted with technology outflows |
| Growth and inflation | Mixed | Rate relief has not neutralized energy and policy uncertainty |
03 · THESIS → EVIDENCE → UPDATE
The regime is unchanged, but its internal composition has flipped
| Prior thesis | Restrictive Liquidity × Selective Risk Taking; post-quarter-end plumbing improved while capital remained costly. |
|---|---|
| New evidence | Nominal and real 10-year yields fell 12bp and 9bp; average reserves fell $7.519bn as the TGA rose $3.120bn; high-yield OAS widened 12bp; technology funds lost $5.21bn. |
| Updated view | Rate relief is real, but it has not become synchronized improvement in liquidity, credit and technology flows. The regime remains Restrictive × Selective and the score stays at 39. |
| Improvement condition | Sustained reserve growth, no further TGA drain, tighter credit spreads and broader equity and technology flows, alongside lower real yields. |
| Deterioration condition | A renewed rise in real yields, or persistent credit widening together with lower reserves, funding stress and weaker growth revisions. |
04 · RISKS & VALIDATION
The next test is synchronization, not a single data point
27–28 October FOMC
The policy path becomes effective easing only if long rates, real yields and credit confirm it.
Treasury cash and reserves
With domestic reverse repo nearly exhausted, further TGA rebuilding may transmit more directly into reserves.
Credit transmission
Wider OAS while risk-free yields fall is an early divergence that needs continued validation.
Market breadth
Broad inflows do not erase the material technology outflow; watch for wider de-risking.
AI financing
A modestly lower discount rate does not fix weak cash conversion, external-funding dependence or uncertain time-to-power.
05 · FAQ
Key questions
Do lower rates mean liquidity has turned easy?
No. Rate pricing improved, while average reserves fell, the TGA rose and credit spreads widened.
Why is the score unchanged at 39?
Relief in rates and real funding cost was offset by weaker plumbing, credit and technology flows.
What does near-zero domestic reverse repo imply?
The buffer is thinner, so future TGA rebuilding may show up more directly in reserves. One week does not establish a stress event.
What does this mean for AI infrastructure?
Funding remains selective toward strong balance sheets, contracted cash flows and executable power and permitting paths.
What would justify an upgrade?
Real yields, credit spreads, reserves and risk flows need to improve together and persistently.
