Oracle confirmed two paths that can coexist: OCI plans to scale NVIDIA Vera Rubin to multi-gigawatt capacity while becoming the first hyperscaler outside Google to offer Google TPUs. It also plans to add Cerebras and SambaNova inference silicon and expand its own Acceleron networking. The evidence says NVIDIA remains strong in frontier training and large-scale deployment, while inference, CPU and networking increasingly compete on workload-specific performance, throughput and unit economics.

01 · RESEARCH BRIEF
The one-minute brief
This is neither simply a larger NVIDIA order nor proof that Google TPUs have displaced GPUs. The better update is that training remains concentrated while inference, CPU and networking become multi-architecture. Oracle is placing Vera Rubin, Google TPUs, Cerebras, SambaNova and its own networking behind one customer entry point, materially strengthening ACIS's thesis that lower-cost, acceptable-performance alternatives will first scale in inference and selected workloads. The multi-gigawatt expansion remains forward-looking; no value, deployment schedule or incremental financing was disclosed. Google TPU and Cerebras capacity and contract value are also undisclosed.
Audio transcript
Oracle is pushing AI cloud toward multi-architecture competition. OCI plans to scale NVIDIA Vera Rubin to multi-gigawatt capacity while becoming the first hyperscaler outside Google to offer Google TPUs, with Cerebras and SambaNova inference options also planned. Training remains concentrated, but inference, CPU and networking are splitting by performance, throughput and unit cost. The next proof is deployment scale, utilization, margin, financing and free cash flow.

02 · FACTS → IMPACT → VIEW
Why does this change matter?
Lower-cost, acceptable-performance alternatives scale first in inference and selected workloads
- What is confirmed
- ACIS expected NVIDIA's full-stack advantage to remain difficult to dislodge in training, while inference, CPU and networking would segment on cost, latency and utilization.
- Why it matters
- Oracle is simultaneously scaling Vera Rubin and placing Google TPUs, Cerebras, SambaNova and Acceleron behind the same OCI entry point.
- ACIS view
- The thesis is strongly confirmed. Training concentration and inference diversification can deepen together; valuation work should model training, inference, networking value and customer capital burden separately.
03 · EVIDENCE & ANALYSIS
Evidence and analysis
01|What Happened
On 27 October, Oracle and NVIDIA said OCI plans to scale Vera Rubin NVL72 Superclusters to multi-gigawatt capacity; Vera Rubin NVL72 and Vera CPUs are generally available on OCI. Oracle and Google said Google TPUs will come to OCI, the first non-Google hyperscaler distribution. Oracle also announced Cerebras inference planned for 2027, a SambaNova deployment collaboration and new Acceleron networking capabilities.
02|Why It Matters Now
One cloud operator is both expanding NVIDIA and adding alternatives. AI infrastructure competition is shifting from which chip is strongest to which architecture offers the best performance, throughput, latency and cost for each workload. That can affect chip share, network attachment, cloud margin and capital efficiency over the next one to three months.
03|Confirmed Facts vs Uncertainty
Product availability and collaboration plans are confirmed. The number of gigawatts, purchase value, deployment timing, financing, customer contracts and margins are not. Reuters cited Jensen Huang's prior statement of up to $40B of NVIDIA revenue per gigawatt; that figure cannot be multiplied by an undisclosed capacity and treated as this order.
04|Transmission Mechanism
More architecture choice → workload-level cost and performance comparison → lower inference and token cost → potentially more application and agent calls → alternative silicon gains a distribution path → NVIDIA retains training strength while inference and network attachment face marginal competition → Oracle margin can improve if utilization rises; if capital and power arrive ahead of demand, financing and free-cash-flow pressure persist.
05|Prior Thesis → New Evidence → Updated View
Prior: training is highly concentrated, while inference and networking are the first layers likely to see cost substitution. New: Oracle places Vera Rubin, Google TPUs, Cerebras, SambaNova and Acceleron in one cloud. Update: training concentration and inference diversification deepen together; NVIDIA's moat is not overturned, but full-stack lock-in and networking attachment need separate review.
06|Cross-Asset / Cross-Industry Read-through
ORCL gains product breadth and customer choice, but capex, dilution and free cash flow remain key gates. NVDA gains Vera Rubin scale visibility while inference and some networking value face stronger competition. GOOGL extends TPU from an internal and Google Cloud asset into external hyperscaler distribution. CBRS and SambaNova gain a tier-one route to customers. Datacenter, power, cooling and optical demand still benefit from capacity expansion, with more fragmented supplier share.
07|What Does NOT Change
The releases are not value-disclosed purchase contracts; multi-gigawatt plans are not delivered or energized capacity; Google TPUs on OCI do not reverse NVIDIA's training share; Cerebras and SambaNova collaborations are not recognized scale revenue. Oracle RPO, prepayments and customer-supplied GPUs still require separate revenue, profit and cash validation. No valuation, rating or position changes follow automatically.
08|Risks / Alternative Scenarios
Upside: architecture choice raises utilization, lowers unit costs and expands AI calls, improving OCI margin and cash conversion. Base: NVIDIA remains core to training, inference share fragments and Oracle trades product breadth for growth with slower capital-return improvement. Downside: fragmentation raises integration costs, power and finance arrive ahead of demand, and price competition compresses cloud and chip margins. Falsifier: customers remain overwhelmingly concentrated on CUDA and alternatives stay in small pilots.
09|Next Validation | 24H / 7D / 30D
24H: Oracle Investor Day quantification of gigawatts, capex, customer prepayments and deployment timing. 7D: first customers, capacity, pricing and commercial contracts for Google TPUs, Cerebras and SambaNova. 30D: OCI utilization, margin, capex, financing, free cash flow and revenue recognition for NVDA, GOOGL and CBRS.
04 · INVESTMENT IMPLICATIONS
Industry and asset implications
ORCL
Greater product breadth and customer choice; capex, dilution and free cash flow remain the primary gates
NVDA
Multi-gigawatt Vera Rubin demand strengthens; inference and some network attachment face marginal competition
GOOGL
TPU expands from internal advantage into non-Google-cloud distribution
CBRS / SambaNova
Gain tier-one OCI distribution and customer access; commercial scale remains unproven
Datacenter / power / cooling
Total capacity remains supportive, but projects must pass power, financing, utilization and cash-recovery gates
This update raises confidence in architecture competition and demand segmentation, not in any security's valuation.
05 · VALIDATION & RISKS
What to watch next
24H
Investor Day quantifies GW, capital, prepayments and rollout
What would weaken the view: Only directional plans remain
7D
Alternative architectures disclose capacity, pricing and customer contracts
What would weaken the view: Partnerships remain product-catalog entries
30D
Utilization, cloud margin and cash conversion improve
What would weaken the view: Capex leads while returns move out
What would change our view?
The two main analytical errors are mechanically converting a multi-gigawatt plan into NVIDIA revenue and treating Google TPUs on OCI as proof of a share reversal. Training, inference, CPU, networking, funding, power delivery and final cash returns must be tracked separately.
06 · FAQ
Key questions
Has Oracle placed a value-disclosed multi-gigawatt NVIDIA order?
No. The release confirms a scale plan and general availability, but not a specific GW figure, purchase value or delivery schedule.
Do Google TPUs on OCI mean NVIDIA has lost Oracle?
No. Oracle is simultaneously expanding Vera Rubin to multi-gigawatt scale. The change is more architecture choice, not wholesale replacement.
Why is inference more open to alternatives?
Inference workloads vary in latency, throughput, energy, model fit and token economics, so one architecture is unlikely to be optimal for every use case.
How much revenue do Cerebras and SambaNova have from this?
The releases do not disclose contract value, capacity or customer revenue; Cerebras availability is planned for 2027.
Has Oracle's capital pressure disappeared?
No. Customer prepayment or customer-supplied GPUs can reduce some burden, but $90B–$95B of FY2027 capex, prior equity funding and free cash flow still require review.
