Yields Fall Again, but Treasury Drain and Wider Credit Push Liquidity to 37
CCOS / ACIS Weekly Intelligence Report | Issue 011 | Prior 39, Current 37
In the week ended 21 October, average reserve balances fell $59.533bn while the TGA rose $68.629bn. From 15 to 22 October, the 10-year nominal and real yields both fell 14bp, to 4.96% and 2.64%, yet high-yield OAS widened from 3.23% to 3.40%. Cheaper duration was offset by Treasury cash absorption, wider credit and defensive rotation.

00 · 10-SECOND CONCLUSION
The regime shifts from Restrictive × Selective to Restrictive × Defensive Rotation. The ACIS macro and liquidity score falls from 39 to 37: long-rate relief helps, but the reserve/TGA move signals a stronger fiscal drain and credit still refuses to confirm easing.
Both fell 14bp from 15 October
TGA +$68.629bn; fiscal absorption intensified
17bp wider from 15 October; easing unconfirmed
Same-framework attribution: lower nominal and real yields +3; weaker reserves and TGA -4; wider high-yield credit -2; broad-equity and money-fund inflows +1; net -2. The 37/100 reading is a research-state score, not a probability, return forecast or position instruction.

Downgrade to Restrictive × Defensive Rotation, 39→37. Rate relief is real, but fiscal drain and credit widening carry more weight now.
H.4.1 uses weekly averages through 21 October against the prior weekly average; Wednesday stocks are not mixed in. Rates and credit use aligned 22 October observations, and fund flows cover the week to 21 October. Market Psychology reuses valid 21 October canonical evidence without recomputation. SOXX/SMH net flow is UNKNOWN because no aligned verified series was available.

05 · THESIS → EVIDENCE → UPDATE
| Thesis stage | Detail |
|---|---|
| Prior view | Restrictive Liquidity × Selective Risk Taking; rate relief lacked plumbing confirmation. |
| New evidence | Reserves fell $59.533bn and the TGA rose $68.629bn; nominal and real 10-year yields fell 14bp; HY OAS rose to 3.40%; equity inflow slowed and money funds regained cash. |
| Updated view | Downgrade to Restrictive × Defensive Rotation, 39→37. Rate relief is real, but fiscal drain and credit widening carry more weight now. |
| Upgrade condition | Persistent reserve growth, a stable or lower TGA, tighter HY OAS and risk flows that extend beyond large caps and defense. |
| Downgrade condition | Further TGA gains and reserve losses align with wider credit, higher funding cost, oil and weaker growth revisions. |
06 · RISKS & VALIDATION
FOMC and the long end
The 27–28 October decision is effective easing only if real yields and credit follow.
Treasury cash drain
With little domestic RRP buffer left, further TGA rebuilding may transmit more directly into reserves.
Credit transmission
Lower rates with wider HY OAS is the week's key contradiction.
AI financing
Orange requires separating announced capex, leases, deployed utilization, revenue, CFO, FCF and incremental ROIC.
Energy and inflation
High oil can keep rate-cut expectations and realized inflation pressure alive together.
07 · FAQ
Why did the score fall when yields declined?
Reserve loss, TGA growth and wider credit outweighed discount-rate relief.
Does one week of lower reserves mean crisis?
No. It is plumbing evidence that requires funding-market, credit and follow-up confirmation.
Why is Broad FOMO still 49?
It reuses valid 21 October canonical evidence; incomplete inputs were not recomputed.
Why is AI CapEx risk Orange?
Revenue conversion remains strong, but real rates, wider credit and project-funding dispersion persist.
Is this a position instruction?
No. Weekly research updates evidence and state; real investment actions require Human Approval.
